Bill provides legal representation for individuals and organizations of all sizes in the areas of Real Estate, Succession Planning, Estate Planning, Wills and Trusts, Probate and Guardianship matters. 

With more than 50 years of experience, Bill helped develop and author existing Oklahoma Real Property law statutes. He established a foundation for his practice as an Assistant District Attorney for Stephens County and later Tulsa County, where he helped manage the legal affairs of Tulsa County government as the Chief Civil Assistant District Attorney. Following his public service, Bill was a sole practitioner for 12 years before joining forces with John O’Connor. Together, they formed a legal practice that successfully evolved into Newton, O’Connor, Turner & Ketchum. Upon the dissolution of the firm, both Bill and John joined Hall Estill. 

As a lecturer of the law, Bill has worked extensively with the Oklahoma Bar Association Continuing Legal Education programs, teaching on numerous topics, to include Advanced Real Estate Law and Planning Opportunities with Living Trusts; and, he is a former Adjunct Professor at the University of Tulsa, where he taught Real Estate Law. Bill was also a participating lead in the Cleverdon Real Property Round Table Seminar, and is the author of Deficiency Judgments and Liability of Guarantor. 

Bill is a member of the Perry High School Hall of Fame. In addition, he is an AV peer review rated attorney through Martindale-Hubbell.
